Fibreglass fixing tape is a high-temperature consumable that holds a heating cable at even spacing and stops it moving on the surface it is laid on. The tape is stuck to the surface and the cable is passed through the openings in the tape, which grip it; the spacing of the run stays intact until the screed is poured. It is used to fix cable under screed in floor heating, and to pipe and tank surfaces in industrial applications. It is sold in 50 metre rolls; the price shown above is for one roll and excludes VAT.
Fibreglass fixing tape is a woven glass fibre strip with an adhesive face and open mesh. The openings are there for the cable to pass through: you seat the cable in an opening and the tape locks it at that point. Because the material is glass fibre it does not burn, does not rust and does not rot when buried in screed; the technical detail can be found in the Wikipedia article on glass fibre.
